I just did a tour through Australia. Domestically, I went through security at MEL, SYD, BNE, and ADL. BNE was the only one where I encountered them actually weighing baggage. This was entering the security line. My roller bag (which after purchasing a few things) weighed in at 10.7kg. I asked if I could move some things in my backpack which was then weighed at around 5kg. Either way I was over the 14kg mark and had to check. Had I been under I suspect that I would have been ushered through although being close they could have checked. I knew I was close but in the end it didn't matter.
I had read that BNE was the only one really enforcing this and I should have shifted some things around to at least try to get through. None of the other domestic airports checked. All my bags meet the size requirements I just picked up too much weight throughout my trip. My advise if travelling through BNE is to make sure that the roller board is below 10kg. If it is I'd say based on what I saw it was 50/50 whether you'd get through.
After BNE I made sure to move some things around at ADL but there wasn't anyone at security. Could be that there are multiple airlines going through security there where BNE was just QF.
