Got my kids junior card today. (may 2019)
Welcome to Finnair Plus Junior.
Junior account features:
-50% points reduction on Classic award tickets. (Return tickets)
- Junior memebership doesnt include any tiers. Or tracking periods.

Well, this seems a little bit outdated. If I remember right the -50% for Junior awards was scrapped >1 year ago.
