If UA goes by the published order, they're supposed to upgrade paid PE to J before anyone in Y goes to J, regardless of status. So, you should be ahead of 1K passengers trying to use a GPU to go from Y->J, but you'd be behind a 1K on a paid R fare. (I'm not suggesting that they're not going by this order, just that the upgrade lists have looked really wonky since they introduced PE).

Side note: is it safe to assume that if Z goes to 0, the $649 price tag on the guaranteed upgrade will go up? Or is that completely unrelated? I was considering waitlisting using miles, and, if it's looking bad, just pay the $649. I just don't know how long I'd have to pull that trigger...
15k miles seems like nothing for an upgrade to polaris on an 11hr flight...
