Rental rates vary according to how close you are to the downtown core and how nice of a neighborhood you're in, there are plenty of really nice suburbs where you can find a townhouse or condo for a reasonable rate, perhaps you should start at least $1,000-1,500 CDN per month and up depending on how nice a place you want to rent. You may want to check the communities west (Mississauga, Oakville, Burlington, Milton) or east (Ajax, Whitby, Pickering, Oshawa) or north (Richmond Hill, Vaughan, Aurora, Newmarket) all of which have decent public transportation to downtown Toronto.

With regards to jobs, I've never had to find a job through any classified service, as I'm self employed and quite well connected in my field, so I can't help you there, but unless you're in the top 5% in your field of expertise, I'd not spend too much time in newspaper classifieds. Maybe you can find something through the online service you mentioned or www.monster.ca I assume you can legally work in Canada, right?
