You might check out AA's AAdvantage program then. AA only collects surcharges when you redeem miles on BA or IB; that still leaves lots of other airlines available for surcharge-free redemptions.

You do not have to fly on AA to accumulate miles on the AAdvantage program. Subject to the fare class of your paid tickets, you should be able to credit most paid flights taken on AAdvantage partners to your AAdvantage account.
