ok, well, they can't just enforce whatever rules they want to. The air carrier access act is like an actual law and airlines can't just ignore it. The law allows airlines to exclude animals that are too big to be accommodated
in the cabin. They can't just arbitrarily declare that the animal must fit under the seat.
