one is an inanimate object, other is a live creature. I mean your car will suddenly not decide to become upset and crash through your garage/store front/other vehicle - unless you take a careless action. And this will be irrespective of whether you are wearing a seat belt or not.
A dog on the other hand is a live creature, they can become upset. sometimes just by someone staring at them (seen it - on a plane). Shock collar proves that the owner also doesn't trust their own pet.
BTW anyone who puts a shock collar on their pets should have them taken away
