IIRC only four physical tickets could be put together in one itinerary, thus the 16 segment limit.
4 tickets, and thus 16 segments is the maximum allowed NOW (and has been for some years)
But from the OWE rule sheet of Dec-2007 (yes I have a copy!)
A minimum of 3 and a maximum of 20 segments, including surface segments, are permitted for the entire journey.
And, IIRC, someone once posted that s/he had a 24 segment itinerary
