In the eligible booking classes section, D class is listed as Plus Flex only which are fully refundable fares. If you have access to the fare basis code, such as DQM0V3R, the V3 is the identifier used to indicate fully refundable, whereas V2 is non refundable.

Based on fares listed in Expert Flyer, there seems to be a discrepency ; there are D class fares which show in fare rules and non refundable on the route in question
