It used to be the case, but BA have been changing all the fares in business. So i believe that now a lot of the D and indeed C fares are non refundable.
While many I class fares issued outside of the UK are refundable for a fee. There is no direct correlation between booking class and whether the fare is refundable, changeable or otherwise.
