FWIW, I just paid taxes/fees for award tickets on Air France tonight (via I believe the French site, as it was giving me prices in EUR instead of USD) with my CSR. Despite showing the Verified by Visa logo, I didn't notice anything additional appear nor was I given any hassles.

(BTW, Visa is apparently renaming VbV to "Visa Secure" per their latest rule document. I'm not sure what impact this will ultimately have for us, if anything.)
