I only have one experience with wheelchairs here, but it was surprisingly positive. My best friend's parents visited for Expo 2010. Neither of them absolutely needed wheelchairs, but the summer heat was hard on them.
I discovered that many pharmacies have them for rent at reasonable prices.
Your hotel concierge should be able to hook you up. I suggest that you email them during booking.
I will note that we found that most taxis are not wheelchair friendly, so we typically left the wheelchairs at their hotel when simply going to restaurants.
