So I think EMV is actually enabled at Ike's Love and Sandwiches; the animation on the customer facing display shows a card being inserted. It just looks like they disabled service code enforcement and swipe on the card reader box instead (kept on their side of the counter, but at least from previous experience they will give it to you for mobile wallets).
Additionally, a second area location doesn't seem to have the hardware at all. I'm not sure what's going on there.
