Most banks explicitly prohibit the vendors from charging extra to use a credit card. It is the vendors who have to pay the surchage and not the customers (as long as the vendor has signed an agreement with Visa or MC). Perhaps you can try calling your bank to see if they will refund the surcharge?

Most fares are consolidator net fares in Singapore. So if a markup is added to the fare, it's usually meant for you to pay by cash only. If you want to pay by creditcard, there is a surcharge. If you want to avoid paying the surcharge, then by all means, pay the published fare.
