I think most, if not all hotels have such restrictions, as well as the ones on shorts etc. But these rules seldom seem to be enforced - i'm guessing lounge staff find it difficult to turn away family groups.
It become especially difficult for them when the family arrives with every expectation of being admited, because they were on a previous visit to another Hilton property.
A sensible approach is to provide separate facilities for families.
