I'm not so sure they are. Look at the last time that page was updated Which is an even bigger issue. How are people supposed to know what the policy is if they haven't updated the page in over 10 years?

Here is my consulate's page on the TWOV policy: ???72????????????/Answers to Frequently Asked Questions Concerning 72-hour Transit Visa Exemption for Foreign Nationals Last update? 2013. And still doesn't contain any info about Turkish stamps in passports.
