It really depends on WHERE the establishment is located. Many of these jobs are minimum wage or near minimum wage positions. If it is in a city where minimum wage has been increases to $15/hour, then I'm less inclined to tip (unless they do something extraordinary).
Really, $30,000 a year (if they work full time) you are less inclined to tip? I don't really understand that. In my opinion, you are living a very harsh life at that wage.
