A bit of good news for those who rely on issuer scripting for PIN changes: Walmart still doesn't do Quick Chip as of today. They also didn't do anything to suppress PIN entry if preferred by the card (even for smaller purchases), but that might not affect all that many people.

Also, per this press release, only 60% of cards in the US are EMV enabled. That's lower than I thought, honestly. A chip only policy is definitely not a good idea right now.
