To be fair Americans can't really complain, the US doesn't allow any visa waivers on emergency passports (except for Canadians). It causes no end of problems for European travellers who lose their passports and have tickets that transit the US from South America and the Carribean.
Canadians may come into the US without use of either a US visa or the US Visa Waiver Program. EU passport users, not so much.
