I doubt the individual rep has that much discretion. I suspect Barclay's has a department similar to airline revenue management that uses algorithms to determine the profitability of each customer, and that plus other factors determine which customers get retention offers, and if so, what they are. The other factors might include various marketing tests to see if certain offers convert an unprofitable cardholder to a profitable one, or increase a customer's profitability.
