The policy is more relaxed....no departure only/3 hrs prior to departure only. I believe it shows the info on Amex App>Membership>Find an Airport Lounge.

I’ve seen photos posted of the Lounge we are discussing in PHX, and I would advise everyone (for now) to go with lowered expectations. The menu had mostly prepared/packaged items that could be ordered from a menu (Oatmeal cups, noodle cups, granola bars). Seems not much better than what The Club offered prior and nothing close to Centurion, including the express version at SEA. I could be wrong, but....
