CebuPac arrives into SIN T4 and there is no airside hotel.
CebuPac hasn't changed their policy, it really depends on you and the agent whether they weigh or not... annecdotal evidence won't change that...
And JetStar has an even tighter carry on policy - two pieces with a combined weight of 7kg, which is very difficult to do and they may or may not weigh... BizFlex fares allow combined 10kg carry-on or you can buy up...
