Pure incompetence I guess...

TravelSky (Air China GDS/DCS) has ability to add a connecting segment manually. They can even print a connecting B/Pass on other *A airline - even when booked on a separate PNR/ticket. Did it in both CTU & PEK - no issues, no questions asked.

So technically it is possible - they probably didn't know how.
