According to Citysearch, Portillo’s on Ontario is the best Chicago hot dog with a 10 rating. I would be very willing to bet that the votes were registered just because that Portillo’s is incredibly busy because of its locale.

Gene & Jude’s came in 2nd with a 9.9

Superdawg came in 3rd with a 9.8

Weiner’s Circle, Demon Dogs and Hot Doug’s tied at 9.6
