You take the local number for the country you are visiting with you. When you call it you are connected to the US calling card system that asks for the number you are dialing. When you dial an 800 number it skips asking you for the calling card number and connects you directly.
This WILL indeed work if you dial the 800 ExPlat, Plat or Gold number. I have not found any other 800 number this would work with.
So to recap, to avoid paying phone charges dial the
local toll free AT&T number for your location on a landline telephone and then dial the 800 ExPlat number.
