I don’t agree that 4pm is the norm, especially without status. It is usually the status that makes 4pm the norm, but 2pm is I think generally acceptable.
As a regular at many hotels, I routinely expect 4:00, and get 4:00 unless the hotel is physically unable to do so. I do not care about status.
