Outlets are difficult to find.

Sometimes they are on the floor, those gold rounds thingies, just lift open the top. I was desparate for one in the Toronto Airport, looked all around the walls, and suddenly noticed one under my seat

I have never found them locked. (Although, I can imagine maybe they are locked for the prevention of little children's fingers.)
