If arrival or departure time increased by 30min then yes you can change, however that is standard UA schedule change policy, if the layover was always 4+ hours then no you can't, you purchased an economy ticket and got an economy plus seat (either paid or through status), you did not purchase PP so UA so don't mention that when calling.
