That's absolutely not how it's supposed to work. GAs are supposed to follow the upgrade list, plain and simple, whether you are present or not.
With all the turnover at Alaska as of late, I'm betting this is a newer GA who is doing what they learned at a previous airline. I encourage you to write in and share this frustrating experience with Alaska. You may just save the rest of us from having a similarly frustrating experience.
