No! I was calling the reservation desk and was getting the round-around that I couldn’t use it since all of my travel was not on AA but I was able to get someone that knew the policy and was able to place the reservation on hold. I was able to redeem the voucher at the airport.

Basically, you should be able to use the voucher as long as all travel on the PNR are apart of the Oneworld Alliance. I just wish all AA Reservation Agents know the policy.
