Just as Transpac, I was returning to SFO from NRT and I was ticketed for the later flight (UA838), I asked to be waitlisted for the earlier flight (UA852), TWICE, I was able to standby and cleared for NO fees. This was during the first quarter of this year. A friend of mine tried to do the same on another date, but was told a $150 Change Fee is needed to do so.
