Currently it is my understanding that the police are not at all enforcing army Uber at the new airport as everyone's concern is to get passengers moving and the taxi "cooperatif" and the double priced luks taxis are a disaster, there are nowhere near enough airport taxis, the authorities are getting to tamp down local people disgust at being pushed to the luxury taxis, so the word is that there is an official blind eye towards non airport tracks making pick ups as well as other services as the authorities worst fear is negative stories about people being left abandoned at the airport of extorted for large sums to leave.

Of course almost all of us related here in FT knew this was going to happen......
