I think arriving pax will come up on escalators into the one-third of Level 5 that will be non-sterile. I've added (my own, not official) labels to this rendering of new Level 5 that should help. Everything inside the red outline is sterile.
I agree that is were they will exit, but there appears to be 8 escalators just to the right of it, with the center ones with down arrows and the ones on the side with up arrows,with what appear to be up arrows, I just can't tell if they will be forced to immediately exit or if they could remain sterile. I tend to think it will remain sterile, as I vaguely remember some of the original pitches for the project said people could come from the concourses to the great hall without leaving security. Although, I don't know if that has changed
