I much prefer Antwerp over Brussels - Witte Lelie is great. 2nd tier cities in Holland can also be great and much cheaper. Rotterdam, Den Bosch, Utrecht. etc. Lots of wonderful hotels there at a fraction of the price.Though Amsterdam is a must. Consider Old South near the museum district. Great location in my view with some good affordable hotel options..
