To remove all doubt, YOU CAN'T UPGRADE THE CODESHARE FLIGHT. Most reasonable people won't state it that directly as there can always be the occasional exception. But basically, that's your answer, and it has been stated multiple times in this thread already.

Far better to book the VA flight and upgrade with cash to J or PE, if you really want to get out of Y. Especially because, as many have already said, you can't even get a C+ upgrade on the DL flight if it is a VA codeshare. If you book the DL operated, VA codeshare, you will be in a Y seat, period, not even a C+ seat. You will not be upgraded.
