Whether it fits or not is likely moot. Regionals typically won't allow rolling cases, especially spinners, on board. They almost always insist on gate checking them. I have a soft-side 18x13x8 with unobtrusive wheels that I rarely get to take on board in first.
As noted above, this is not accurate for the E175s and E190s. Rollaboards are most certainly allowed onboard, and routinely so. It's the CR2, CR7, E135/140/145 where you cannot take rollaboards on because the overhead bins are too small.
