There is certainly no such rule. I’ve flown CX PE on the various 4 cabin 77W configurations and often sat on the port side. When I’ve needed to use the toilet, I’ve always crossed over in front of row 30.
It’s not ideal, but the alternative is walking back to row 46 and crossing through the galley. That’s one of the drawbacks of the row 30 middle quad. If people don’t like it, they should choose other seats.
Additionally, on US bound flights, one is supposed to remain in their ticketed cabin. So if one wishes to abide by that regulation, one must cross row 30 to use the toilet.
