Because most people make their connections. 35 minutes is perfectly doable at most of Delta's hubs. Personally, I'd prefer having the option than not having the ticket sold.

That said, I wouldn't book it. Missing that NRT leg would lead to significant delays. Difference between minimum connection time and sensible connection time (but sensible varies for every person and on that person's specific context).
