On the way out of the USA, you can have your bags checked all the way through (with suitable ticketing and interline agreements, but that's a different set of discussion threads). The USA doesn't have any intrusive export controls, it's all "intelligence led". I.e. they'll find your bags and look if they are interested in you. They only have the non-intelligent in person declaration at the point of entry on the way in.
