It could affect the weight and balance but the amounts of remuneration involved in the above case(s) suggest the check-in staff were not accepting a substantial weight of undeclared excess baggage.

I have come across this scam at another airline where the scam was huge involving senior operational management, it was costing the airline hundreds of thousands of dollars a day and it certainly was a grave danger to flight safety.
