They were either misinformed or BS'ing you. You should call Costco Travel and complain (they got screwed as well here). This sort of thing should not go unchecked. This is exactly the sort of thing that gives the car rental industry a bad rap (and deservedly so in some cases).
Thanks! I have called and emailed everyone. Costco didn't really know what I was talking about. The Alamo rep in the US said that liability coverage isn't included in the base rate and that all I needed was supplemental liability coverage (he agreed I didn't need DW). I am really curious where I would find actual proof that liability coverage is included or not. Even the updated rental agreement I finally received today doesn't say anything about it.
