Thanks [MENTION=581306]Yoshi212[/MENTION] and [MENTION=259407]zebranz[/MENTION] I will do a bit more reading and maybe call the embassy to confirm this. I understand that if it was a rule from the Thai IB then there is nothing the airline could have done.
