I cannot find any information at the WS web site and the GTAA site is unclear.

Recently came through T3 and there are signs indicating that checked bags are NOT collected for Westjet connections when the incoming flight is US or UK Westjet flight. Note it must be an incoming Westjet flight not a partner flight. (they announced this about 5x while we were waiting for our bags as we came in from St Maarten).
