I have not done it but whenever I have been in T3 baggage they announce for WS arriving from the US to connect to Canada do not wait for bags as they are not coming. Their connection guide on GTAA tells you the 5 steps none of which are wait for luggage. Not the same going to the US. Follow the connecting flight signs in Toronto T3.
