Are fully flexible fares able to be refunded In full with no service charges or a 200 dollar fee?

The fees section of the AA website doesn’t note a exception from the 200 dollar refund fee for fully flexible tickets. Another section mentions changes can be made without a fee on fully flex tickets, but doesn’t mention cancellations. The fare conditions are a nightmare to make sense of.
