Is the CBSA procedures for WS at YYZ T3 the same as AC at T1 when flying from USA to YYZ with an immediate connection to a domestic Canadian destination where checked bags are not required to be collected and re-checked in unless specifically required by CBSA?
I cannot find any information at the WS web site and the GTAA site is unclear.
