I'd be comfortable with that connection even with checked bags. I use TBIT arrivals regularly and, with Global Entry and no checked bags, can't recall a single time that it's take more than 15 minutes from the furthest gate arrival to street-side and the T4 parking lot. Arriving at the dreaded 200+ bus gates will add a solid 30 minutes to that timing though.
