In order to transfer Miles, there must be at least one flight that has taken place in the last 2 years on both the account of the member transferring the Miles and the member receiving them. Also, the flight must have been operated by Miles-awarding Star Alliance partner airlines or Turkish Airlines."
Firstly, I would suggest you to reconsider transferring miles as it costs $10 per 1000 miles to transfer, which can limit what you can get from the miles.

For the error you are getting, I don't have much idea. You can use the feedback form on TK's website to let them know about the issue and you would get an answer. The form is more efficient than calling as phone-center representatives have very little information on many subjects. My assumption is that the flights it mentions in the error should be flown after the accounts are created, but that is just my speculation.
