The transfer rate is 1 MVC Points : 40 Marriott Bonvoy Points. You can it transfer one way, MVC -> MB.
More like a long term contract. Pretty much buying MVC Points for the next 37 years, ranges from 2500/4000/7500/10000/15000 MVC Points per year.
