I've never tried it, but I would assume yes and yes, assuming that the connection is all on the same ticket and that the connection has changed from legal to illegal as a result of the schedule change. If it's just a case of your saying that you fear missing a connection, it would be the agent's (and/or supervisor's) discretion.
